Partnerships

The Master Plan mobilizes ten capital sources and five major institutional counterparts. This is the entry door to join the effort.

Public sector

Articulation with DNP, ministries, ANI, Findeter, INVÍAS, ANT, IGAC, UPME, UPRA and the Colombian Geological Service. Quarterly tables with the governors of Meta, Casanare, Vichada and Arauca.

Private sector

Co-investment in detonating projects and 4G–5G PPPs. Grupo Aval, Bancolombia, BBVA, Findeter and private banks coordinate the Technical-Financial Committee. USD 14.77 B expected in agro-industrial and energy private investment.

Academia

Joint research with regional universities (Unillanos, Universidad Tecnológica de la Orinoquia in formation) and international partners: Purdue, Arizona, ESALQ-USP, Wageningen, UNAM. Bilateral cooperation with Embrapa.

Communities

Participatory design, local training, respect for the llanero cultural identity and prior-consultation mechanisms with Indigenous organizations (Vichada and Guainía concentrate >30 % of resguardos).

Multilateral banks and cooperation

IDB, CAF, World Bank, USAID, JICA, KOICA: USD 4.4 B in soft loans and USD 410 M in technical assistance for Phases I and II.

Prorinoquia

The Business Association for the Development of the Orinoquia adopted its 2026–2034 Strategic Plan on 16 April 2026. Three pillars: business strengthening, institutional advocacy and regional leadership — aligned with the CDAC's Master Plan. The Orinoquia Mission operates as its technical-institutional unit.
